DSH plugin: make every tool-call `description` (including run_code's, in any preset — standard, PTC, cordis, user presets, ptc-cordis, gitbash variants) follow the web GUI's display language instead of defaulting to English. Auto-detects the GUI language (explicit Settings→General choice first, browser-reported active locale second) and injects one global dynamic runtime-context directive; no preset or tool schema is modified. Ships a Settings → Plugins card for mode/language control.
