HOT Restart
DeepSeek Harness host plugin: first-class hot restart of the dsh web host. Provides ctx.restart, a /restart slash command, and a loopback HTTP trigger. A detached supervisor survives the old host's shutdown and re-spawns the host on the same host:port, gated on a running-session check.
